If you don”t pay him, his insurance company will contact you and get your insurance company involved, then your rates go up. Police wise, he could call the police and tell them you left the scene of an accident and you are in trouble! I would settle this quickly.

Almost nothing police wise, but you are responsible, which you know. If you continue to play games with the other insurance company, they can and will do everything they legally can to get you to pay, including taking your license and filing suit against you. Be a grown-up and deal with this before they make your life hell.

Don’t be a chickens**t, You rear-ended the guy, which makes you 100% liable for the damages. Man up and learn some responsibility. It’s creeps like you that make insurance so expensive for everyone.
