A Immediate relative is virtually blind, or very much impaired visually, and a recent mild stroke has left this person with Diminished use of the left arm , This person still drives, against our wishes and urging not to do so, question, if this person gets in an Auto accident and injures or even kills another, will we be held liable for it as well,, if yes, What legal steps can be taken to stop her ? a Doctors Order ? a Police Officer Visit, Possibly an Attorney, Even if we would not be liable, still, the thought of her injuring another or God forbid kill another when we could have stopped it is more than enough reason, so what can I do ? I Live in the Dallas Texas area ?

Generally, no. You and your family don’t issue driver’s licenses. You and your family lack to capacity to assess if someone can legally drive. In your and your relatives opinion, your family member is not a safe driver. That opinion is not necessarily accurate.
I would contact the local police. One more thing I would do is give your relative options. Losing the ability to drive is almost like being disabled. If your relative has viable options for getting around, then maybe she will surrender her license voluntarily.

Notify the DMV and they will suspend the license until they have a doctor certify that they are fit to drive.
