im here in tx dallas and it seems that there have been a lot of accidents, and i have seen these go fast but yet when i try and go faster than 20 on ice i start sliding?

drivers of first response vehicles have extra training for driving in all kinds of conditions, and they practice driving all the time. plus they are not talking on the cell phone, putting on makeup, eating, or dealing with little brats screaming in the back seat.
there are no devices, probably no snow tires in Texas, definitely no studs or chains used there. you didnt say what kind of car you drive, but im guessing that there is no stability or traction control, which makes a huge difference in ice and snow.
